I've seen some statistics the other day it found out that only 15% of Russians could speak more than the only one native language. It seems like every 8th person. Of course I do realize that situation with foreign language is way more better in big cities whilst in the small ones but the level is still quite low.
What are the reasons then?
The first and the main one is the education system. I've read an opinion that languages in Russian schools were usually taught in rather big groups and without any encouragement of speaking.
